Spotify High quality problem

Spotify keeps going offline after 40 seconds when I turn on high quality.

Tried unistalling like 5 times, windows store app, app from spotify site, web player everything is the same.

Tried changing proxies, result is the same.

Allowed every inbound/outbound connections through w10 firewall.

My internet connections works fine, the app worked fine on another laptop running windows10 on same internet connection.
