My Question or Issue
(App/Program-language is German, as seen in the attached picture.)
When I click artists ("Künstler") in my librabry I am not shown the artists that I have saved or that I follow, but Instead, I am shown a text message. The message is "Here are shown your favorite artists. On the page Browse you can find great playlists of every mood and every moment". The word "Browse" is a link leading to the browse page, followd by an additional button leading to the Browse page.
I tested the problem on five different devices. I encounter the problem on a Desktop PC running on Windows 7 Home Premium and a Dell laptop running on Windows 7 Professional. On three other devices (mobile phone running on Android, MacBook Pro running on IOS and Iphone running on IOS) I do not encounter the problem and I am shown the saved artists instead.
Uninstalling and reinstalling the program did not change anything.
I highly appreciate help, since the problem is very annoying, thank you!

"Signing Out Everywhere" unfortunately did not solve the problem.
I checked on the Windows Firewall (no other Firewall installed) and my anti-virus software and did not find any blockade of Spotify.
Checking with the credentials of a friend produced the following results:
When I log in with his credentials on my computer, the problem does not appear. When he logs in with my credentials on his computer, he has the same problem, so it is connected to my account.
However, it is also connected to my client: On the three other devices / clients (Iphone, Mac, Android) I am shown the artists of which I have "loved" songs, on the Windows clients, I am not.
However, I have found a solution / workaround: Once I follow at least a single artist, I am shown this artist also on the Windows devices and I am recommend all the artists of which I have "loved" at least one song, however not in alphabetical order (also on my other devices artists are not in alphabetical order anymore since a few months).
Still, one question remains: Why am I shown the artists of which I have saved songs on Mac and Android devices, but not on Windows devices?

thanks for posting !
I would suggest visiting your account overview page at Spotify.com then clicking on the "Sign Out Everywhere" option.
This way, when you log back on all devices you can know for sure you have used the same credentials.
The reason behind it, is that its very easy to create a second account by mistake and that may cause the issue you're having.
You can also use this help page to locate all accounts listed with your details.
If the suggested above didn't help, please check out that your device had given Spotify all permissions needed like your firewall or anti-virus software.
On top of all that, i would like you to try and log in with a friend or a family member account and let me know what happends.

Thanks for getting back to us - we're glad to hear you were able to find a temporary workaround.
Even if you can only reproduce the issue on two out of your five devices, we suspect that the issue is still specific to your account rather than to any of your devices.
With this in mind, we'd suggest that you create a new account and transfer all your saved music and playlists over to the new account by following the steps in this Spotify Answer.

Sorry my suggestions did not solve the issue for you but i see you've found a nice workaround.
As @Peter suggested, i totally think you should follow his advise and create yourself a new account as it'll freshen things up a bit for you.
