My Question or Issue
A couple of days ago I was going through and reorganising my playlists, (moving the playlists above/below each other and putting them into folders, I realised I want to fix up the order of a couple more playlists, however when I hold down on a playlist and drag it to a new position, the playlist doesn't move positions. (This seems to be the case on both the application and the website version.)

Could you let us know where you're trying to arrange the playlists?
Is it in the sidebar or from somewhere within your Library?
A screenshot could also be helpful.
And, as far as the Web player goes - keep in mind that not all of the functionalities available in the app are available from the website.

To me it sounds like your desktop app might have updated and you are using a new design that Spotify is testing for the left Your Library sidebar.
Here's how to get it as close as possible to the old sidebar:
In the left "Your Library" sidebar, click on the "Playlists" filter.
Then, in the sort drop down select "Custom order". You will then see your previous playlist order and be able to reorganize your playlists (move playlists and folders like before)
Your current preference will be remembered each time you start up the Spotify desktop app.
If you would like to only see text in the Your Library sidebar, go to the Spotify app Settings ---> Library ---> and select "use compact library".
You can also drag the left sidebar to different sizes, as well as fully expand the sidebar by clicking the arrow button, and fully collapse the sidebar by clicking on the "Your Library" heading.
Hopefully this info helps! Let me know if your design does not look like what I have described. It could be there is a different reason for why you can no longer reorganize your playlists in the left sidebar.

To me it looks like you have that playlist sorted in a different order than "custom order" in the desktop app.
From the image it looks like you have selected the "album" sorting instead of the "custom order" setting.
To be able to reorder songs again in that playlist:
