Hey all! Spotify support has officially confirmed this is a Windows issue.
"We've checked around and it looks like this is a known limitation on Windows' side at the moment due to an expired certificate such that the oATH header being sent to the Spotify API is no longer valid. Please reach out directly to Microsoft Support for more detailed and info on any possible updates about the focus assist clock integration."

Someone posted on the Feedback Hub today that this issue has been fixed with Clock version 11.2.2302.5.0. I never had this issue, so I cannot confirm if it has been fixed. Can anyone else verify this?

Hey, it's me again!
I'm seeing more reports on the Feedback Hub of this being fixed. I have no way to verify this myself (as it was never broken for me,) so I will assume that it has been fixed.
Please check for app updates in the Microsoft Store. The newest version of Clock is 11.2302.5.0.
