Spotify works on my phone but not on windows desktop

My Question or Issue

I got a new computer and spotify was working great. Then all of a sudden it doesn't show me music in my playlists, it doesn't let me add music to a playlist, it won't let me listen to music most of the times, other times it's usualy 7 seconds of it. On the rare ocasion I get to listen to music, it's 2 or 3 songs before it doesn't work anymore. I have to make playlists and add music on the phone app. I can add music on my phone but it shows an empty folder or is missing a few songs. This has been going on for months. I have uninstalled and reinstalled twice, i've reset my network settings, I've loged out and back in several time. There is a bug with the desktop app and I'd really like spotify to fix it. It's been going on for too long and I just want to listen to some music.
