My Question or Issue

I currently have all my "local Files" saved on an Android tablet which spotify doesn't recognise as a source for such files.  I'm thinking of getting a Windows 10 Laptop/Tablet hybrid and transferring the files from my Android tablet to this. If I do this, will spotify recognise this as a source so that I can, at least, make them playlists and, then download, them to my phone?
