"This song is not available." Every song is skipped.

I get this error on literally every song on every playlist/album/etc: "This song is not available. If you have the file on your computer you can import it."

I am on Windows 7 using the desktop application. This issue is intermittent, but frequent. Some days Spotify works, some days it does not. I have uninstalled and reinstalled the application, applied updates as they are released, changed my local file preferences as instructed in some posts from 2016, disconnected from my company's VPN... Nothing resolves it other than waiting until it miraculously works again. I never have this issue on my phone, so I don't think it is account related.
