Why are there ads at the beginning of the Joe Rogan experience. I have a premium account. They weren’t there before.

Spotify doesn’t play or include ads that interrupt the listening experience of Premium subscribers. However, some podcast creators may include third-party advertising, host-read endorsements, or sponsorship messages in their episodes.
Spotify gives the podcast hosts the option to choose if they would like to have a dynamic ad slot in their podcast, but that isn't something Spotify can control - it's up to the individual podcast owners if they choose to have that type of ad in their content.

Don't believe you. I paid for premium because no ads**bleep**!!!!
So to listen to joe I now have to listen to ads cannot watch it on my Apple TV and cannot comment, and I’m not able to watch all of the episodes... sounds like YouTube is better hmm...
Spotify may not be able to control if a creator uses their ad slot service for their podcast, but they can control whether Premium members have to listen to these ads. If you advertise Spotify Premium as an ad-free subscription service, and then continue to serve up ads, then I see no reason to continue paying for the subscription if I can just pay $0/mo and get the same treatment.

As @Peter has mentioned above, some podcasters may choose to include third party ads in the podcasts apart from any paid promotions which they announce during the actual podcast.

This response from Spotify does not make sense. JRE front-loaded all its ads before the exclusive Spotify deal kicked in. Now, exclusive to Spotify, and as a premium Spotify member, I start getting ads in the middle of JRE? Tomfoolery I say, Spotify must be at fault.
I’ve listened to JRE for years so I’m used to the upfront ad reads. I understand podcasts have these mid episode ad reads. That’s expected to come with.
having them as tracks outside of the audio is really buggy. If I skip through my podcasts, they get triggered and I’m stuck until I get out of the opening set.
If I come back to a an episode I’ve already seen ads for (Spotify crashes or my phone decides to skip to another episode and I need to nav back), I have the ads again!
then halfway through are totally out of place generic ads. Not an ad read.
I paid to not have those.
