"Song not available" for all music

My spotify account works on all of my decvices except my dell laptop.  I can use Spotify on all my other devices (MacBook, windows desktop, iphone, & androis phone) with no issue.  For some reason my Dell laptop tells me the same thing for every song: "This song is not available.  If you have the file on your computer you can import it".

Its the same for every song & tells me the same thing even when I try to use the Spotify Radio.  I tried deleting it & downloading again, singing in/out, restarting the computer.  I can't seem to fgure it out.  Does anyone have a suggestion?

Also, IU am a premium member & I did check to make sure I am actually online.
