When I play music on Spotify and then I open either Snapchat or camera the sound turns down but the music is still playing and I have to physically turn up volume

Uh... I can't find the karaoke function

I use a Windows 10 computer and recently I found out that there was a karaoke function in Spotify. I could find it when I wanted to try it out. I live in Singapore. Is it because the update hasn't reached my country yet?Here's how it looks like:
