Expansion quotas have been restricted since May 15, but do we always have to have more than 250,000 MAUs?

I can't submit for review due to 250,000 people even though I meet the criteria perfectly otherwise. Is this such an evil change?

The documentation update said that less than 1% would be affected by this, but I'm afraid that individuals like myself who are making apps will be wiped out. It would be a shame if this condition is not eliminated or the apps that we all enjoy so much will no longer be available to the public.
