App development - Monetization

I'm working on a non-streaming SDA (currently a web app) that has to do with playlist creation.  I'm interested in further developing this into a formal paid iPhone app, but need guidance requiring approval for monetization.

I've reviewed numerous posts here and the Spotify Developer Policy and Compliance Tips as well, though can't seem to figure out next steps.  According to Spotify's policies and compliance tips, this app should be fine for monetization as it seems to fit the published criteria.

Is formal Spotify approval required?

If so, how do I obtain this approval?
