Cannot get user's queue(403: Forbidden request), can we not get the queue for free accounts?

For some reason, I can't seem to get the queue for this particular user, but my other user seems to work fine.

Can we not get queue if the user is a free account?

Some checks:

I have this account in my Spotify Developer User List

I have the correct scope

The access token is not expired(ie. we can get the user's currently playing)
