Extended Quota Mode New Requirements Exception

This issue is more of me asking for an exception to my app - I made an application that allows artist to search for playlist with submission details. And submit to the curators directly. This idea helps artists grow on the platform significantly. Which is one of the outlines that I know Spotify is looking for. I understand that in order to apply for extended quota mode, While I don't have to have a huge business with a good standing audience, but I will not be able to fulfill that as the app I built is for Spotify, the application has rate limits, etc. My app won't last long unless I get the extended quota. Is there a way I could hopefully get the contact of a developer at Spotify who would be willing to help me on this matter.
