Importing Spotify Data - Commercial Music Service

We have a commercial music service and we want to build a feature that allows a business (who has a Spotify account) to import their playlists into our system. We will only be using the metadata to find the tracks in our system and we will not be streaming content directly from Spotify. We don't want to build it if its not going to be allowed. I know some of our competitors have this feature but the terms of service specifically mention commercial music services and that we need approval. I'm trying to determine before we build the integration if this feature would be allowed.
