Is it possible to access a basic API through the local client

Is it possible to access a basic API through the local client

From what I remember you could get a basic local api client setup in C#, but from what I can see it's not possible anymore.

 

I don't want to peg Spotify endpoints every second just to get the currently playing song when said song is played locally. 

 

Any viable options or am I stuck with the overkill web api?
