SpInit() returns 22 (kSpErrorEntropyFailure) on some Windows 10 systems

We are using the Spotify Embedded SDK version HEAD-v3.150.82-g4e955973 on our Windows 10 systems. Our implementation has passed certification with Spotify. Mostly it is working fine, but we occasionally run into customers who can't play music because the SpInit() function fails, returning error 22 (kSpErrorEntropyFailure).

Usually we can update Windows on the system and the problem goes away. However, today we tried this and we still get error 22.

How do we diagnose and resolve this issue? Is there more information we can provide to help?  Thanks in advance...
