I would like to build a subscription management platform. Does Spotify have a billing API?

The concept would be to consolidate users' monthly subscription payments for them. End User's would simply integrate their account to our platform, and we will push a payment to your API monthly. 

When End User's request to "Cancel" their subscription, we will offer an extension on their payment and for qualified user's we will offer 1 month on our company to stay subscribed.
