Web API - ISRC connected to wrong tracks

I used the Web API to search for the following ISRC (Johnny Cash - Hurt): USDJ20200650

I've found 5 releases of the right track from 'Johnny Cash' (that's correct) and 1 track from 'Chris Mould'. I think this isn't right, while the ISRC is a unique number for one track.

Do artists enter the ISRC on their own? Or how does this happen?

PS: As I was logged in but my email wasn't verified. I was stuck in an infinite loop creating a new Topic. As I wasn't logged in it worked.
