stream deck and app setup

I am trying to set up a developer app for the first time so I can use the bar raider spotify plugin for my Stream deck. However when I went to create the app I kept receiver errors telling me to try again later and now it is saying I have created too many apps in 24 hours but 0 are showing in my list. Is this a known issue right now or am I doing something wrong?
