Can we change Plan manager (Email + Payment Method) for duo subscription?

I want to change the Plan manager for my duo account.

That is an interesting question, but you're asking for two separate things. For the question if you can change plan manager, the answer is yes. You just need to leave the plan you are in and either start your own or join someone else's. There's a good guide for that here.

However if what you mean is for the plan manager to update the email and/or payment method registered in their account, that's another matter.
