I cannot find any way to get a gift card to give as a present in Argentina.

is there any official retailer here?

can I become one (generating and selling PIN codes)

You're able to purchase gift cards at major electronic retailers near you. If there's none near you, you can always purchase the gift card online at select merchants like PayPal. Once you purchase the gift card and it gets delivered, the recipient can redeem it here.
