I can't pay

I've been trying to get Premium for the last couple days, but everytime I try to pay it says "Oops, seems your card or payment provider is having a bad day. Don't worry, no money has been charged. Try again or use another payment method." But I know my cart work. 

I couple months ago I had Premium for free for a week, can that be the reason why I can't get it now?
