I am having the same problem. I set up a new account. I live in Quebec, which I notice is not eligible for trials in the terms and conditions. The link that Maixm posted above still takes me to the same sign-up page, though. All the options show a 3-month trial, and all tell me I am not eligible.
Forgot to mention, I have tried on different devices, browsers, cleared cache, etc already.
the link doesn't work buddy i tried older link from past 2018-19 not working, can't do anything i have even create a brand new account and it not working you guys should work on something, because imma try to go somewhere else

I am having the same difficulty. Getting the same generated message. I cancelled my subscription through iTunes and still nothing. None of the provided links in this thread are allowing me to upgrade. I just want to go to DUO. And what is messed up is that I was paying for an individual premium plan at the DUO price!!!
My subscription through iTunes doesn't fully expire for another 3 days. Do I have to wait until then to try to upgrade?

Correct, if you have an active Premium subscription through iTunes, you'll need to wait for it to expire before you can start a new Duo one.
