I have signed up to a duo plan for me and my partner.
I am able to invite him via link but it logs him in as the plan manager (me) without asking him to verify the address for his own use.
Im not sure what we are doing wrong
Both are using iPhones
Device
(iPhone 8, Samsung Galaxy 9, Macbook Pro late 2016)

Sounds like the browser had your credentials saved. No worries though, opening the invite link in an incognito window should prompt your partner to log in to his own account.

So we just tried this and still doesn't seem to be working.
However I just wanted to ask about your comment about logging in to his own account.
is he to have his own account? Is the duo plan not 2 users on the same account?

Each member in the Duo plan has their own separate Spotify account with their own login details. If your partner hasn't created one yet, he can do so here.

You can share playlists with each other by following the steps in this article. It's also worth making some of them collaborative - with collaborative playlists, both of you can add or remove songs (otherwise only the playlist's owner can make changes).
If you want to share your Liked Songs too, you can do so by using the method mentioned here. As for any saved albums, artists, podcasts, etc. your partner had on your account, he'll have to manually add them back to his library on his new account.
