Hi, 

i recently got a new phone and I logged in to my Spotify account and I pay for the subscription of Premium Family and it says my subscription is FREE but not letting me use my Premium Family subscription.

It sounds like you might have an extra account that's Free. In this case, we suggest you follow the steps listed here to see if you can find an extra account.
