I keep trying to join my mom's family plan but it says I have to wait 12 months. Only trying to join the family plan because my sister take me off of Spotify Duo. Do I really have to wait 12 months or do I just have to buy my own plan

This is expected. You will only be able to switch plans once in 12 months, this includes switching between Premium Family and Duo.
You can return to the plan you just left, but you will get an error if you try and switch more than once, or if you try and go back to the plan you were on before in case you had change plans already.
As a workaround, you create a new account and transfer content from the old account to the new one following these steps. Then, ask the plan's manager to send you an invite to the new account.

This rule is quite horrendous and a nonsensical one. I was using my brother's Spotify duo last month and the subscription ran out, and being impressed by it we decided to purchase the family plan. Guess what, I need to wait 12 MONTHS to use the family plan. And now as a suggestion I will have to lose all of my music data and make a new account?
Its unacceptable. Please look into this as I was very impressed by the services provided.

Thanks for reaching out.
Keep in mind that if the manager of the plan switches between Duo and Family, this doesn’t affect the Premium Family members and counts as one plan. So if your brothers duo ran out and he has now activated Premium Family, you should be able to re-join it. If this doesn't work as expected, we recommend that you try accepting the invite via an incognito browser.
Keep in mind that as @Billy-J posted, this option is available only if you haven't had more than one other subscription in the meantime.
Note also that if you create a new account, there's a way to transfer your whole music collection, so that nothing gets lost. You can find a detailed guide on how to do this here.

Thanks for getting back to us.
If members of the plan have already made one switch after your brother's one got canceled, they won't be able to do another in the next 12 month. In that case a new account will have to be created. You are correct that followers can't be transferred, however if the music collection gets copied to the a account, the personalized content will be brought up to speed fairly quick, provided the account is used.

It's 12 months from the day you left the second Family plan, which you've joined.
As a workaround to this you can create a new free account, transfer your music collection over and join the new family plan that way.

Why is the rule necessary towards having to really wait 12 full months just due to the fact that someone quit a family plan?

Ive never had a problem with spotify before! But now this rule about joining new premium plan once in 12 months is just ridiculous! What was the point of my family buying the Family premium if no one can even join? Please change it and do smth about it!
I have to agree, my brother, sister, and I were on a family plan with some cousins when they changed their account because of log in issues. Now my siblings and I can’t join and now have to each buy individual plans just to listen to premium. This rule really does need to change.
This shouldn't be marked solved considering so many of us are unhappy. There are many circumstances where it is necessary to switch over to a different family account and you're really not offering a workaround? Losing all your account data does not count as a workaround. This has to change. At the very least we should be able to talk to support and have individual cases reviewed if you are so paralyzed with fear about abuse of the program.
I can't understand this rule. I had the same problem yesterday. My friend accidentally unsubscribed me while trying to renew the plan. I get this error when I want to be included again after purchasing the plan again. And you admins are offering such a ridiculous solution. I will get a new e-mail address, open an account, transfer all the content from my old account to the new account. And while I'm doing these, you ignore the time I lost and present everything as easy.
Hi, Spotify, My family has been using Apple Music family plan for many years and my kids are also using Spotify. Recently my wife and I want to change to Spotify but this stupid rule stops me from using Spotify. In fact, there should be some ways to prevent fraudulent but this way did create a very bad customer experience.
I agree 100% with you like this is unnecessary it’s pointless you all know that this plan is not going to be used only in family members make a friends plan or something it’s stupid a friend of mine did the same he removed me from the plan(we are not friends anymore) and we did a new one but I don’t have money in my card and I asked a friend if he can do it and we made one all of my friends that were in the same plan before are in the new one only I can’t join like what is this I don’t wanna make a new acc because I have this one for like idk 6/7 years and you are gonna make me make a new acc what is the difference o wait I know what’s the difference I’m gonna lose this acc and I’m gonna waste so much time transferring all the stuff from my old acc to the new one only because of this stupid rule like nah this isn’t right

mein Sohn möchte meinem heute neu eingerichtetem Family-Abo beitreten. Nachdem er auf den Einladung-Link von mir geklickt hat, sagt Spotify, "Du kannst diesem Abo nicht beitreten. Du kannst nur einmal in 12 Monaten einem Premium-Abo beitreten." Er ist tatsächlich schon im Premium-Abo seiner Schwester. Aber auch die Schwester soll noch dem Family-Abo beitreten. Was und in welcher Reihenfolge müsste ich eurer Meinung nach tun, damit mein Sohn und meine Tochter (die beide in meinem Haus wohnen) mein Family-Abo nutzen können? Muss vielleicht zuerst meine Tochter beitreten und dann mein Sohn?
Ich bin aufgeschmissen und würde mich über jede Hilfe sehr freuen!
