spotify keeps declining my card

My Question or Issue

 I checked my card and i have like 8$ on it. every time i try to get the premium it says ‘payment failed, try again or use another payment method.’ the website shows attempts at taking 99¢ off of it but it declines every time and it’s pissing me off
