If you still experience this issue after a clean reinstall of Spotify on both devices and creating a new import folder we suggest trying out the following steps:

Logged into same account, on same network, both devices firmware up to date, both on last version of Spotify. However the problem does not lie with not being able to get the local files on my phone, that is only a secondary problem as a result of the first. The real problem is that working mp3's outside of Spotify, that have been correctly imported into the "local files" section on Spotify Desktop, do not work within the player, even as they appear to be playable. When pressed the song shows up, together with its length and so on in the "playing bar" at the bottom of Spotify, and you can "scroll through" the song, but it never starts playing, nor does it make any sound when scrolling through. It just sits at 0:00 seconds and refusing to play.
I have tried downloading new mp3's fearing the one's in the folder might have been corrupted to some capacity, but with no luck there either, it appears to be a problem with the Spotify not being able to play the songs, even though it has had no previous problem doing this for the last year. Hopefully this gives a clearer picture of the problem, any help is greatly appreciated.

Could you confirm your current version of the Spotify app? This will help us take a closer look at the issue.
Another thing that will be useful is to send us a short screen recording showing what exactly is happening on your end. You can attach the video to your reply by using the Insert Video option in the post editor.
Also, it'd be awesome if you send us a screenshot displaying how your Local Files setting looks like so we can have a look at this as well.
Tip: Make sure the video and the image don't contain any private or sensitive info of yours.

We weren't able to start the video you've sent us. Mind attaching it again? Alternatively you can try uploading it to an online streaming service (such as YouTube) and share the link. Also, to clarify - you mention that the files are playable outside the app. Can you confirm that they have been obtained from an official distributor?
Note that we recommend using the app version from Microsoft Store for Windows 10 users, as it's best optimized for that OS. If you've downloaded the app from our website, we recommend running a clean reinstall once more and giving it a go with the other version.

Went on my laptop instead of desktop and downloaded the Spotify app. I then sent the zipped local files folder from desktop over to laptop, unpacked and now all the files play on the laptop. Able to download them on the laptop, but still doesnt work downloading the local files on mobile (android). Latest version of Spotify on android, same network (even tried network sharing via phone), did the windows firewall thing aswell, still doesnt allow me to download them to phone. Just get a circle with "!" in, instead of the green downloaded symbol for when it works. Non local files obviously download normally as they are on Spotify.
