My Question or Issue
I am able to sync files from my PC to my phone that I had for a while, but just today I downloaded some more music and only those are unable to sync to my phone. Issue persists even after re-installing on both pc and phone as well as after a restart on both devices.

just performed a clean reinstall and it fixed it
I have this problem where i am able to download the local files on my phone but i can't play most of the songs. I can click on them, but the song won't ever start. Only 3 of the 12 local files that are downloaded on my phone can actually be played, which is weird. I don't know what the problem is.

Thanks for reaching out about this here in the Community.
Have you already double-checked each and every file's format fits your device's requirements? As a heads-up, every file also needs to be downloaded from a legitimate/legal source for you to access it in the app.
If you double-checked the above and everything looks good, but you're still experiencing this issue: what troubleshooting have you tried so far?

As @Mario has said, only files obtained via legal sources can be used in the Spotify app and we can't guarantee that all songs downloaded via online convertors will work with the app.

This doesn't make sense. The entire download local files is very shabby in my opinion.
I had some local files download on my iOS device. Others didn't download. So, to test things out. I removed the (working) downloads and re-downloaded the playlist. Now that playlist (which previously worked) doesn't download anymore ...
Anybody got an explanation for this and/or a solution? Uninstalling is NOT an option because I don't want to lose the downloaded items I still got.
Also: I'm hearing 3333 limit (or is it 10000?) and 5 device limit thrown around but, where can I SEE how many items I have still left or see a list of devices? It's impossible to start counting since I have a phone, designated (Spotify/Waze) car phone, iPad, MacBook, two iMacs, a Windows PC, ... Not to mention the Apple TV's ...
This is very, very frustrating.

Now I have the same problem, feel like I have tried everything. Only some songs downloads to my iPhone no matter what I try to do. What did you do that fixed it for you?
On iPhone in Spotify app: settings (top right, gear icon), local files, 'show audio files from this device': ON
