Problem with Local Files

I use a lot of local files because I like a lot of songs and remixes that are not on Spotify.  I recently got a new phone and noticed that all my local files in my playlists are greyed out and saying that they are not downloaded.  It doesn't allow me to play them from my phone, but I can play them from my PC on the Spotify app.  I've made sure that my playlists are downloaded on my PC so they can be played offline on my phone but no fix.  There used to be an option in the settings on the phone app that showed or downloaded local files but it seems to be changed to a new option that says "Show audio files from this device".  I turn it on and my local files folder shows up on my phone as a playlist, but the songs still don't play in that folder either.  It still says those songs are not downloaded.  This is extremely frustrating because as I said, I use many local files in my playlists.
