I'm assuming you're asking how you can rearrange the tracks in your playlist: in order to do that on the desktop app, you need to have set the sort order for the playlist to Custom order:
Once selected, you should be able to rearrange the tracks in your playlists. You can drag & drop, or cut and paste the way you see fit! The changes will be reflected on other platforms as well, you just need to first set the sort order to Custom order.
On mobile, you need to open the playlist, then tap the three dots menu and select Edit playlist.
