Thank you for reaching out here in the Community.
In order to delete the folders without losing your playlists, you'd need to expand the folder from the white arrow and drag the playlists outside of the folder. Once you've finished this process and the playlists that you wanna keep are out of the folder - it's completely safe to delete it.
Please note that you'd need to use either the desktop app or the Spotify Web Player to do that 🙂

I also like using the folders, but the issue I'm having is that I'm not able to change the title. The text box only allows me to type one letter, not full words.
I've done this in the past without a problem, so it seems like something is happening with the code? Like it was broken in an update. Is this anything you could help me with?

Is there a way to do to it on your app, because whenever I press the Spotify Web Player it returns to the app itself. And the Spotify Web Player doesn’t do that anymore.

If this is in regard to the option to rename folders, it's accessible from both the Web Player and the desktop app. Just right-click on any folder and select 'Rename'. If there's been a malfunction with this feature on Web, it seems to be fixed now 🙂
When it comes to removing/ deleting a folder, you can right-click on any folder to achieve the desired result as well. Tested this on both the Web Player and the desktop app and it works well on our end:
And as for the Web Player redirecting you, there's a pop-up browser setting for automatic redirects that you may have selected at one point in time. In order to avoid this, you can try resetting this behaviour by removing your browser's cache & cookies. If this doesn't do the trick you can either reinstall your browser or set up a different one as the default browser choice.
If there's any function that has worked previously on the Web Player but has stopped doing so now, could you tell us which one it is?

This does not work for me. No matter where I drag it to in the main library, the playlist I’m trying to move just goes back to its original folder. I am only able to drag it into a different folder.

Just to confirm, have you tried both in the web player and the desktop app? Also, are you trying to drag the songs to another playlist outside the folder?
On another note, sending us a screen recording of the issue happening would come in handy. You can attach it to your next response by using the Insert Video option in the post editor. You can also upload it to Google Drive and share the link with us (make sure the video has the permissions for anyone to see it).
Lastly, could you let us know the exact make/model, operating system and Spotify version of your device?

Recently, I created folders using Web Player because I can't do that on Desktop app. I'm using Chromebook.
Today, I tried deleting a folder but I can't because Spotify is unavailable on my browser. The same browser that I used to to create those folders. How delete those folders? (I can only use Chromebook for now).

Thanks for the reply.
You should be able to both create and delete folders on the web player by right clicking on them. What do you see exactly when you do that? If you don't see any such options or can't right click, make sure you're using the actual web player as opposed to the Android app that can be installed on Chromebooks, as that one does still come with the limitations expected of the mobile app such as not being able to manage folders.
If this doesn't work in the web player too, please send us a screenshot of what options you see so we can take a closer look.

We can confirm it's not possible to manage playlist folders using the mobile app. We'd recommend using either the desktop app or the Web player in order to create, delete or edit any folder.
