The issue

have an Android phone and when I have opened up the app it shows that all my playtimes and liked songs are there but the actual playlist are empty, containing zero songs that I have added. I tried re-logging into the account multiple times but none worked. Also I have other old account thag I use from time to time and it works fine compared to the new one.

Have you tried checking if the same items are there on another device or platform? You can try on the web player or the desktop app to confirm. 🙂
