Unpersonalized playlists from Spotify

Unpersonalized playlists from Spotify

I personally feel that Spotify generally does a good job at knowing what I like and what I don't when it comes to music selection.  This year, however, I'm starting to have my doubts after I scrolled through the "Best of the decade for you" playlist from the 2019 wrap-up.  Within this playlist I came across 3 songs from an artist I had blocked a long while back.  I'm just wondering how songs from an artist I have had blocked managed to end up on a playlist of what Spotify calls "A few of the many great songs from the past 10 years in a playlist tuned for you."  Because the way I see it, Spotify could do a bit more tuning in how they tune the playlist for me and my musical preference.

You'd think that since they're such a large corporation, they'd be able to put together an algorithm of some sort that compiles songs from your "top songs of the year" playlists, but clearly they're incapable of doing a task as simple as that!
