How can you tell how many songs are downloaded onto your device? seeing as the limit is 3333, how can you tell how close you are to the limit?

There currently isn't any way to do this, right now. The workarounds I would suggest are:
1. Manually add up all the tracks in playlists you've synced offline (subtracting any tracks in multiple playlists)
2. Keep adding tracks until you're no longer able to.
You can also support this Idea, it might be implemented in the future!

If I uninstall the app, will I get the space back? Apple iPad is using over 7GB of space. That's not good. Is some of it cache? Can I clear the cache?

Yes, deleting the Spotify app will reduce the amount of space the Spotify App takes up on your iPad.
Then just re-install the App and it will remember the playlists you had before they just won't be set to available offline anymore. Problem solved 🙂
Are we any closer to having a 'counter' within apps? it seems that this would be an easy thing to do so that users could know how many more songs they can download to a device before they hit their limit.
