My Question or Issue

this is not the first time after I updated the apps or sometimes suddenly some of the songs required a redownload and it just won’t go through n stuck as the picture attached, it is frustrating as it uses a lot of data when I use pocket WiFi

I know it sounds simple, but it's often overlooked. Could you try restarting your device? If that doesn't help, try a quick clean reinstallation of the app. Just follow the steps here. Also check the Listen offline troubleshooting FAQ for any question you might have.

If you're still having trouble, could you let me know the exact version of Spotify and the exact version of the operating system you're running?
