Local Files Not Appearing/Syncing on iPhone

To preface my issue, I've looked at several posts about this problem and still can't get it to work.  Most of those I've seen who've written about this problem can see their files on their iPhone but cannot play them.  I can't see mine nor play them.  Here are some details...

• I have an iPhone 4.
• I'm running iOS 6.1.3.
• I have a Spotify Premium account.
• My iPhone and laptop are both connected tot he same wireless network.
• My iPhone is not showing up when clicking on "Devices" on the desktop Spotify app.
