Local files not appearing.

My question is: how does one play music not on spotify through the player on mobile? It is a hassle to go to music app everytime I want to listen to an artist not available on Spotify.

I tried creating a playlist of the local files, but the playlist appears to be empty on my iPhone. I've been doing what has been said before (same network, downloaded etc).
