Local files won't play (again)

Read so many discussions about this and I finally figured out how to get my local files downloaded to my phone and have them play but...

Now I've bought a new phone, restored from my backup and installed iOS 11 and the previous problem is happening but worse. The songs say they are downloaded but when I click on it they won't play at all. No error message even pops up saying I don't own the song or whatever. They play fine on desktop and were fine on my old phone so I'm not sure what the issue is.
