Many Troubles with Local Files

OK so. I've been having a lot of problems trying to get local files on my phone. Here's the full story.

• I posted a different topic on the forums about my troubles (i.e. local files wouldn't save on my phone, even though everything else in the playlist was saved)
• Somebody gave me tips on how to solve my problem (see the solution in that thread) and it worked
• I accidentally removed the download of a playlist with local files that were saved. When I tried to re-download it, it wouldn't save the local files, only the non-local files.
• I tried everything. Deleting and readding the local songs from the playlists on my computer and deleting and remaking the playlist didn't help. I tried deleting the app and reinstalling it, and now local files won't even appear in the playlist even though they're added. It's only on my phone, because another device that I'm logged in on has the local files in the playlists.

What do I do to fix this problem and just have the files saved?
