When I am playing music on my ion speaker it seems that the higher the volume on my phone is the lower the quality of the music is even when the speaker is turned down. However usual music quality can be acheived by turning the speaker all the way up but keeping my iphone 4s volume lower.

Can you check whether the music quality in Spotify Settings -> Music Quality -> Sync Quality, make sure it is at Extreme.

Sound quality heavily depends on ext speakers, you can try other radio apps to test your ext speakers if this problem persist.
