Notifications not working

Why do I not receive notifications for new followers to playlists, have all notifications set up right so don't understand why not working.

mostly use Spotify on IOS but not always

I've been having issues with Spotify notifications for years now.... They have never worked fully in 100% : / And I keep reporting that to them and even though they're saying they will look at it, I never got any results back.
