Offline Local Files

I am looking to download offline files onto my Iphone from my Mac and it does not work for me. I have followed every step but I don't have a "availible offline" button or see where I can "mark the playlist containing this song for Offline Sync." When I try to download the local files by hitting the download button it just says waiting and stays grey. Help?
