Offline syncing

I have a mp3 file on my computer, and it will play when it is on a spotify playlist on my computer. When I make this playlist available offline, both on my computer and my phone, the song will not sync to my computer. I have both devices connected to the same wi-fi, and I have more than 17gb available on my phone.

I'm glad I am not the only one who has the same issue. I looked up the same question in the community but the answers provided did not help at all.
