Playlist won't sync offline

I used Spotify on my iPhone while I was overseas on wi-fi and I noticed that the new songs I added to my playlists marked as "available offline" weren't syncing. I thought it was just the slow connection so I turned off the offline mode before turning it on again to see if that would work. But now none of my tracks are available offline. I've just got back to Sydney and tried to sync it with the Spotify on my Mac but that doesn't work either. Now, my available offline mode doesn't work AT ALL. Nothing I do (restarting, logging out, adding new tracks to the offline playlist) works. Can someone please help me fix this. I think it might have something to do with my account.
