Redownload constantly i.e. Offline not working

I have a serious amount of saved songs, Premium user, redownloaded, reinstalled, I know all the playback features and offline mode, I have 10GB of data saved on my phone but not single song ever plays on offline mode unless my data is already on, it kinda defeats the purpose of offline mode if I can never play offline. Since the last update haven't been able to use my account and really thinking about switching to Apple Music if this isn't figured out.
