I created a playlist on Spotify on my iPhone, and also on my iPhone I'm following several playlists of a friend. However, when I access Spotify on my Windows-7-running-Dell computer, the playlists don't appear. Any suggestions?

That doesn't sound quite right.
Have you tried reinstalling your client? If not here's a step by step tutorial.
And are you sure that you are logged into your actual account on your laptop ?

I just exited (w/o unstalling & reinstalling) and reentered the Spotify on my computer, and all the playlists appeared there.
Sometimes it takes a little bit of time until created playlists appear on different devices.
It's nice that they've appeared. ^^
