As of Spotify 8.9.xx and newer I can't control the volume on my iPhone when casting to a Chromecast device. I need to go into the slider inside the Spotify app to change the volume.
This is not an iOS or apple issue:
My non working version of Spotify is 8.9.16.556 and just today updated to 8.9.18.xx which has the same bug.
On another iPhone a WORKING version of Spotify is 8.9.14.526
The latter works perfectly fine. It is not a iOS problem but a Spotify bug!
Both iPhones run iOS 17.3.1
If this is not being actively solved by Spotify I'm sorry to say I will cancel my subscription and change to Tidal. This is a CORE functionality.
A few times I came close to blowing my speakers while using Spotify, as the volume on my app would surge to match Spotify's. While I've learned to keep both volumes down before controlling through Spotify, I also have to be aware of that.
FIXED:
Found a solution without re-installing the app.
1. Just clear the cache in the app as suggested (Spotify app > Settings > Storage > Clear cache) *probably not a mandatory step*
2. Then go to iPhone settings and find Spotify app. Then turn off 'Local Network' switch.
3. Then go to Spotify and try to cast somewhere (Sonos Move in my case). (you can go back to iPhone settings and turn 'Local Network' switch back on if it asks to do so) Volume controls should work correctly already.
4. Then you can go back to iPhone settings and turn the 'Local Network' switch back on.

**bleep** this didn't fix the issue. The volume control works as long as spotify is connected to in my case Sonos SL-system. But when changing to listening locally on the phone as an example, the volume bar is inactivated again. Spotify needs to change it's settings in an update bug fix.
Happy to report that updating to 17.4.1 "fixed" the issue. "fixed" because, it behaves somewhat erratic, goes a bit up and down, but at least it is controlable.
p.s. for all of those saying, "just change the volume on your receiver device" - it is not doable. I am using Moode audio, where UI gets locked when connected to Spotify. And by default (to prevent damage i guess), it sets the volume to zero, when you connect Spotify.
Spotify developer team this morning at 9:54 CET, claims they are working to resolve this in an upcoming update. They do not say when it will be ready, but they claim to be working on it. That is about time. This issue have been present for several weeks now.

What does youtube got to do with anything? It is a problem with spotify on ios. 🤷
One of the Spotify admins literally responded with it’s not spotifys problem it’s Apple. Which it’s not because other streaming services still have this feature eg YouTube music.
Fair point. The also say that it is something they need to work around after latest ios. But it sounds like excuses since other services still have this.
I think I saw another reply saying they didn’t even update their phone and only updated Spotify and it’s still not working. Sounds like Spotify being lazy to me

I agree. It’s an issue with Spotify, not Apple. The now playing app works just fine and I also just noticed that you can’t even control the volume from the device menu within the Spotify app itself.
Since iOS 17.4.1 I can control the volume through Spotify Connect again, but it doesn't control smoothly, it jumps up and down.
However it's nice to have some control back now.
A new spotify update just pop on apple store but the issue doesn't have been fixed.

After I kill app on watch and reopen, finally volume now is working using crown.

So i upgraded to spotify's last version, killed and reopen app.
After that finally we able to adjust volume using watch crown.
So it seems for me it was something like of app cache.
IOS : 17.4
Watch OS: 10.3.1
Spotify : 8.9.26
