In IOS12 when using Jabra Evolve65 BT-headset, the Spotify app does not let control the dedicated headset volume but will control the phone volume. This means that the volume must be set low when using the headset and in fact the volume at the lowest setting (one bar to mute) is too loud. This method makes that the phone ringing volume and all other notification sounds are left "low" if the user does not bring the volume "up" again.

Could you try going to Settings app > Sounds and try to turn off Change with Buttons under hte RINGER AND ALERTS?
